HELB 2023 Loan – Online Application Form, Portal Login, Apply, Check Status

The Higher Education Loans Board (HELB) is a legislative organisation established in July 1995 by Parliament’s ‘Higher Education Loans Board Act Cap 213A. It is a government corporation overseen by the Ministry of Education. The Board of Directors is situated in Kenya and conducts business there.

HELB TVET Loan

Kenyan students taking Certificate, Diploma, and Higher National Diploma courses at Ministry of Education-approved Public Universities, University Colleges, Public National Polytechnics, and TVET Colleges are eligible for this loan and scholarship. The loan has a 4% interest rate and annual ledger costs of Kshs. 1,000.

Higher Education Loan Board Undergraduate Loan

These loans are for students studying in Public or Chartered Private Universities in the East African Community, placed through the Kenya Universities and Colleges Central Placement Service (KUCCPS), Self-sponsored, Parallel, and Module II Students. Pre-university, certificate, diploma, and postgraduate students cannot apply. The loan costs 4% and Kshs. 1,000 each year. Students should apply one month before the starting date to allow for processing.

HELB Jielimishe Loan

HELB offers Jielimishe Loans to employed Kenyan students pursuing Professional Courses, HND, BA, MA, or PhD degrees. Annual loans are paid directly to qualified colleges.

HELB Portal

To simplify access, the leading portal is further divided into sub portals, these are:

  • Student Portal: The Student Portal provides access to HELB resources. Easy-to-use system. After registering and logging in, you may check the loan application, allocation, and payout status. Who can use it? Any registered or current student can access the portal for free.
  • Loanee Portal: Loanees can download enquiry forms and view their balance statement, compliance, and clearance.
  • Debt Collectors Portal:
  • Employer Portal: All Kenyan employers must disclose, deduct, and pay HELB. All services can be accessed at the HELB employer portal.
  • Institution Portal: This portal helps institutions remit HELB loans.

How to Apply for TVET Loan

Registration Requirements

  • A copy of the institution’s letter of admission to the applicant
  • A copy of the applicant’s Social Security card.
  • KCSE result slip or certificate for the applicant
  • One current colour photograph of the applicant in passport size.
  • Copies of the parents’ national identification cards or a death certificate if the parent is deceased.
  • Copies of both guarantors’ identification documents
  • A duplicate of the applicant’s Bank ATM/Bank card

First Time Applicant

  • First, head to www.helb.co.ke and click “create an account” to access the Student Portal.
  • After creating an account, log in and select the relevant TVET First Loan Application Form [TLAF].
  • Access and complete the application for a loan.
  • Print TWO complete copies of the TVET Loan Application Form [Required].
  • Have the proper authorities fill out, sign, and stamp the forms.
  • Attach all required documentation and submit one copy of the completed Loan Application Form to:

Undergraduate Loan Online Application

Requirements

  1. A photocopy of the Applicant’s national identification card
  2. A copy of the applicant’s letter of admission and KCSE result slip/certificate
  3. Copies of both guarantors’ identification documents
  4. One current colour photograph of the applicant in passport size.
  5. A duplicate of the applicant’s Bank ATM/Bank card (for Government sponsored students only)
  6. An institution-issued copy of the applicant’s Smart Card
  7. Copies of the parent’s national identification card or death certificate if the parent is deceased.

First Time Applicant

  • To register, visit www.helb.co.ke and click “create an account” to access the Student Portal.
  • After creating the account, log in and select the appropriate Undergraduate First-Time Loan Application Form (LAF).
  • Access and complete the application for a loan.
  • Print TWO complete copies of the Loan Application Form [Required].
  • Have the proper authorities fill out, sign, and stamp the forms.
  • Attach all the required documents as per the checklist and submit one copy of the completed Loan Application Form to Any of the following Huduma centres closest to you: Bomet, Bungoma, Chuka, Eldoret, Embu, Garissa, Nairobi GPO, Kakamega, Kericho, Kilifi, Kisii, Kisumu, Kitale, Kitui, Lodwar, Machakos, Makueni, Meru, Migori, Mombasa
  • Keep a copy of the completed Loan Application Form.

Second and Subsequent Application

  • Applicants should download the HELB Mobile Application from the Google Play store.
  • Register your information (First name, Phone number, Email address, National Identification Number, and KRA PIN) on the HELB App to get a PIN that you will use to log in and approve the licence agreement. Ensure that the Safaricom number you use for Mpesa transactions is registered to your name.
  • Read the required Financial Literacy notes and complete a brief question-and-answer session to comprehend the purpose of credit. To view results, scroll down and click “Proceed.”
    Undergraduate Subsequent Loan Application Form [LAF] can be obtained by clicking on loans and selecting undergraduate loans.
  • Follow each step to provide the relevant information and click submit. A pop-up notice will indicate that your application was successful. Additionally, the loan serial number will be displayed.
  • You will be requested to pay Kshs 1 from your MPESA account to validate your phone number during the application procedure. Please note that the application is paperless. Therefore, no printing is required.
  • Students who are not Safaricom subscribers will be directed to the Portal and asked to apply using the application form before printing and submitting the form to the

Jielimishe Loan Application Form 2023

Requirements

  1. A letter of acceptance from a reputable institution or college in Kenya
  2. Certified copy of your National Identification Card (certified by a commissioner of oaths)
  3. National Identification card from two employed guarantors (certified by a commissioner of oaths)
  4. Recent passport-sized colour image of yourself
  5. Certified copy of your most recent academic credential (certified by a commissioner of oaths)
  6. Three (3) months of most recent pay stubs (certified by your employer)
  7. If you are employed on a contract basis, please submit a copy of an appointment letter for a minimum two-year term (certified by your employer)
  8. attestation of your KRA PIN (certified by a commissioner of oaths)

CIVIL SERVANTS TRAINING REVOLVING FUND

This facility is for National, County, and National Police Service civil servants. This loan is offered by the MPS. Examinable short courses and postgraduate programmes are included (Master’s and PhD).
The loan covers tuition, library, computer, research, and exam fees.

KRA STAFF TRAINING REVOLVING FUND

This applies to KRA Employees. Beneficiaries can avail of Up to Kshs. 500,000 at 4% per year is available.

How to Access HELB M-Pesa Wallet

  • If you are new to Mpesa, first download the MPESA App on your Phone (Android & iOS)
  • Now, open up the app and register using your registered phone number
  • Login into the app
  • Under the categories, go to the “Education” tab
  • Select “HELB”
  • Now, Register on HELB Mini App
  • Sign in using your MPESA registered number and verify via Code
  • After successful login, you can withdraw your HELB funds to MPESA

HELB Compliance Certificate

This Certificate is given to HELB loan beneficiaries who have finished repaying their loans. It is also made available to people still in the repayment grace period. When a beneficiary has completed loan repayment, he or she is granted a Certificate of Clearance.

Simply Login into the HELB student portal to download the compliance certificate. You can also download it from the ecitizen portal.

HELB Loan FAQs

Who is eligible for HELB Loan?

There are various types of HELB loans. For students, the Minimum entrance requirement: is 18-year-old of Kenyan citizen. The applicant must also be enrolled in a one-year full-time course at a recognised East African university.

Is HELB given per semester or year?

The maximum secondary and first-time undergraduate loan is Ksh 60,000. The loan covers KUCCPS students’ tuition and living expenses. Self-sponsored students have their money sent directly to the university as tuition.

Does HELB Refund money?

HELB will repay overpayments, not your employer. Fill out the Loan Recovery Enquiry form to get a refund.
